FG Rolls Out New Policy on Textbooks and Graduation Ceremonies in Primary, Secondary Schools

The Federal Government has introduced a new education policy aimed at regulating the use of textbooks and graduation ceremonies in primary and secondary schools across the country. The move is part of broader efforts to reduce financial pressure on parents, promote uniform standards, and refocus schools on learning rather than excessive ceremonial activities.

According to the policy, schools are now required to adopt approved textbooks recommended by relevant educational authorities. This measure is designed to curb the frequent and often arbitrary change of textbooks by schools, a practice that has forced parents to purchase new books almost every academic session. By standardizing textbook selection, the government hopes to improve learning continuity for students while ensuring affordability and quality in instructional materials.

Education stakeholders have long raised concerns about the commercialization of textbooks, especially in private and some public schools where parents are compelled to buy specific books at inflated prices. The new guidelines seek to end such practices by emphasizing transparency in textbook selection and discouraging schools from entering exclusive arrangements with publishers for financial gain.

In addition to textbooks, the policy also addresses graduation and valedictory ceremonies in schools. The Federal Government has expressed concern over the growing trend of elaborate and costly graduation events, particularly for pupils transitioning from nursery to primary or primary to secondary school. Under the new policy, schools are advised to limit graduation ceremonies to key transition points and ensure that such events remain simple, dignified, and optional.

Officials noted that excessive graduation ceremonies have placed unnecessary financial burdens on parents, many of whom are required to pay for gowns, souvenirs, venue decoration, and other associated costs. The government emphasized that academic achievement and character development should remain the core focus of schools, rather than extravagant celebrations.

The policy also encourages school administrators to engage parents and guardians constructively, ensuring that school activities align with national education goals and economic realities. Schools found to be violating the new guidelines may face sanctions from relevant regulatory bodies, including warnings, fines, or withdrawal of operational approvals, depending on the severity of the offense.

Reactions to the policy have been mixed. While many parents have welcomed the initiative as a long-overdue intervention, some school owners have expressed concerns about implementation, particularly in private institutions. Education experts, however, believe the policy will promote fairness, reduce exploitation, and restore confidence in the education system if properly enforced.

The Federal Government reaffirmed its commitment to working with state governments, school proprietors, teachers, and parents to ensure smooth implementation of the policy. Authorities stressed that the ultimate goal is to create a balanced and child-centered education system where learning outcomes take priority over profit and pageantry.

As the new policy takes effect, stakeholders will be watching closely to see how it reshapes school practices and eases the financial strain on families, while improving the overall quality of basic education in the country.
