Lagos Homeowner Alleges ₦400,000 Demand to Reopen Sealed Property Despite Valid Building Permit

A Lagos homeowner has recounted a frustrating experience after officials reportedly sealed her residential property and later demanded a payment of ₦400,000 to have the building reopened, despite her claim that all necessary construction approvals were in place.

According to her account, the incident came as a surprise when she returned home to find the main gate of the property chained and locked with an official seal attached. While the smaller pedestrian gate was left open, vehicles could not enter the premises.

Perplexed by the development, the homeowner said she had no prior knowledge of any violation or outstanding issue related to the building. She also stated that no recent notice or warning had been delivered to her before the enforcement action.

Seeking clarification, she visited the office of the Lagos State Physical Planning Permit Authority (LASPPA), one of the agencies responsible for approving and regulating building developments in Lagos. Another agency involved in monitoring construction compliance is the Lagos State Building Control Agency (LASBCA).

At the office, officials reportedly asked whether she possessed a valid building permit. The homeowner said she immediately presented her documents, which she had previously obtained after paying the required fees.

According to her, the officials reviewed the paperwork and confirmed that the documents were complete. However, she was allegedly told that a payment of ₦400,000 would still be required before the property could be unsealed.

The homeowner said she questioned the reason for the enforcement action, insisting that no notice had been issued to her. Officials reportedly suggested that a letter may have been sent earlier but not responded to, advising her to confirm with the landlord. She replied that she was the landlord and had not received any such correspondence.

During the discussion, she claimed the matter eventually turned into a negotiation over the amount required to retrieve the key used to lock the property.

She further alleged that she was initially asked to make payment into a personal bank account rather than an official government account, a request she declined. Insisting on making payment through an official channel, she said she demanded to pay into a government-designated account.

Following the disagreement, she said she was eventually directed to a bank within the same building where she completed a payment through what she described as an official process.

The homeowner said the experience left her shocked and frustrated, noting that she had previously seen similar enforcement seals on other buildings across Lagos but had assumed they were placed on properties with clear violations.

Her account has since sparked conversations about regulatory enforcement practices, property documentation, and the everyday challenges faced by residents navigating building compliance in Nigeria’s commercial capital.
