Federal Government Issues Guidelines for Tertiary Institutions’ Exit from IPPIS

The Federal Government has released official guidelines detailing the process for tertiary institutions (FTIs) to formally exit the Integrated Personnel and Payroll Information System (IPPIS). This move aims to enhance autonomy and efficiency in payroll management and was approved by the Federal Executive Council (FEC) earlier this year.

 

In a circular issued yesterday in Abuja, the Accountant General of the Federation (AGF), Dr. Oluwatoyin Madein, provided a framework for the transition and stressed the importance of immediate compliance with these new guidelines.

 

Institutions are required to submit their forms by October 21, either to the OAGF at its headquarters in Abuja or to Federal Pay Offices nationwide. Additionally, to ensure accurate and timely payroll processing, institutions must validate and upload the bank account details of all employees to the GIFMIS platform by the same deadline.

 

The circular also directed FTIs to compile all outstanding promotion and salary arrears, which should be sent to the Budget Office of the Federation for processing and resolution.

 

Dr. Madein emphasized the necessity of adhering strictly to the new operational guidelines. She noted that the success of this transition hinges on the cooperation of management and accounting officers at all FTIs, ensuring that the instructions are clearly communicated and understood within their inst

itutions.
