Rivers Assembly Lists 10 Allegations as Impeachment Process Against Fubara Begins

Political tension heightened in Rivers State on Thursday as the State House of Assembly officially initiated impeachment proceedings against Governor Siminalayi Fubara and his deputy, Prof. Ngozi Odu, over allegations of gross misconduct.
During plenary, the Majority Leader of the House, Major Jack, acting on the instruction of the Speaker, Rt. Hon. Martins Amaewhule, presented a formal notice outlining ten allegations against the governor. The document was subsequently read before lawmakers as part of the constitutional process provided under Section 188 of the 1999 Constitution (as amended).
Among the allegations is the claim that Governor Fubara appointed individuals into government positions without subjecting them to the required screening and confirmation by the House of Assembly. The lawmakers also accused him of unlawfully withholding salaries, allowances, and operational funds meant for the Rivers State House of Assembly, an action they said violates Section 121(3) of the Constitution. The notice further alleged that the governor withheld the salary of the Clerk of the House, Mr. Emeka Amadi.
Additional accusations include the alleged refusal of the governor to enforce constitutional provisions on financial autonomy for the legislature and judiciary, withholding funds meant for the Rivers State House of Assembly Service Commission, and obstructing the activities of a constitutionally established commission. The notice also accused the governor of actions viewed as disrespectful to the rule of law and conduct capable of undermining governance due to fears of impeachment.
Addressing members after the notice was presented, Speaker Martins Amaewhule confirmed receipt of the impeachment letter, which he said was endorsed by 26 lawmakers. He assured the House that, in line with constitutional requirements, the notice would be formally served on Governor Fubara within seven days, pledging to strictly adhere to due process.
It will be recalled that earlier in 2025, the Rivers State House of Assembly had raised several concerns against the governor, including allegations of spending outside approved budgets, the demolition of the Assembly complex, failure to release funds to the Assembly Service Commission, and alleged disregard for a Supreme Court ruling on legislative autonomy.
The renewed impeachment move, which also affects the deputy governor, has further deepened political uncertainty in Rivers State, raising fresh concerns about governance, stability, and the future of executive-legislative relations in the state.
