Osun APC Campaign Council Accuses Adeleke Government of Destroying O’HIS, Turning Lifesaving Health Scheme into a Corruption-Ridden Commercial Venture

 …Says ICPC’s Recovery of Millions of Naira from O’HIS Officials Reflects Deep-Seated Corruption Under Governor Adeleke.

The Osun APC Governorship Campaign Council has strongly condemned the administration of Governor Ademola Adeleke for bastardizing the Osun Health Insurance Scheme (O’HIS), lamenting that the once-thriving social health intervention has become a cesspool of corruption and a shadow of itself to the detriment of the vulnerable citizens it was established to protect.

It explained that the recent anti-corruption agency’s recovery of several millions of naira of the O’HIS fund from officials of the Osun State Government is a confirmation of how disgusting and corruption-soaken the Adeleke government has become.

The Council accused the present administration of abandoning the core objectives of the scheme by diverting huge resources meant for the purchase of essential drugs, medical consumables and healthcare delivery to the construction of shopping complexes and event centres, thereby turning a critical public health programme into a commercial venture.

The Council noted with concern that O’HIS, which was once celebrated as one of the most impactful social health insurance schemes in Nigeria under the immediate past APC administration, has become so poorly managed that both enrollees and healthcare service providers now describe it as a scam that shortchanges the very beneficiaries it was designed to serve.

According to the Council, it is ironic that a scheme which previously covered a wide range of medical emergencies has now been reduced to providing only basic medications such as paracetamol and Panadol in government hospitals.

The Council further stated that enrollees can hardly access medical treatment beyond a value of about ₦2,000, regardless of the severity of their illness, leaving many vulnerable residents to pay out-of-pocket for healthcare despite being registered under the insurance scheme.

The Campaign Council stressed that social health insurance is founded on the universally accepted principle of social solidarity, whereby the rich subsidize healthcare for the poor, while the healthy contribute towards the treatment of the sick. It described it as unfortunate that the Adeleke administration appears to have abandoned the poor and vulnerable citizens who are the primary targets of the programme, while concentrating attention on the rich and privileged who can conveniently afford healthcare without government intervention.

“O’HIS has become a haven of corruption. Just recently, the anti-graft agency, ICPC, got some corrupt officials of the Adeleke government to return several millions of naira to the coffers of the government. That is how putrid the scheme has become.

” What is the business of the Osun Health Insurance Scheme with the construction of shopping complexes and event centres when emergency and ambulance services in the state have virtually collapsed and become moribund due to inadequate funding by the state government? If not to steal the people’s money?

“This government is so distant and insensitive to the need of the citizens that its officials and party faithful now spent huge some of public money to obtain Aso Ebi ( uniform attires) to celebrate the commissioning of O’HIS event centre tomorrow. The O’HIS should be more concerned on activities that would have direct impact on the health sector and wellbeing of the citizens.

“Of the over 35 ambulances handed over to the Adeleke administration by the immediate past APC government, only about eight are still functional today. These are the critical healthcare needs that deserve the government’s urgent attention, not the construction of event centres for owambe and disco parties. “

The Council called on the Adeleke administration to immediately restore the integrity of the Osun Health Insurance Scheme by redirecting its resources to their original purpose of providing quality and affordable healthcare for the poor, vulnerable and indigent residents of the state.

The Council equally assured the people of Osun State of the commitment of the incoming government of Asiwaju Munirudeen Bola Oyebamiji ( AMBO) to quality healthcare delivery and robustly funded health insurance scheme.
